Sewer Line Repair in Upland, CA: Backups, Root Intrusion and Failing Clay Pipe

When two fixtures back up at the same time, the problem has moved past anything a plunger reaches. It is in the line that carries the whole house.

That line is also the one piece of plumbing where guessing is expensive, because the fix ranges from an afternoon with a cable to an excavation across the front garden. So it starts with a camera.

When a pipe cannot be repaired from inside, the trench shows the line exposed from end to end.

If more than one fixture is backing up right now, stop using all of them and call dispatch on (833) 571-0120.

More than one fixture backing up points past the fixture

A branch line serves one or two fixtures. The main line serves all of them. So when the symptom shows up in several places at once, or when using one fixture makes another one react, the blockage is downstream of where you can see.

The lowest fixture in the house is usually the first to show it, because that is where the backed-up water reaches first. In a single storey Upland house that is often a hall bathroom or a laundry floor drain.

Stop doing these while the main is backed up

  • Running the washing machine or dishwasher, which both dump volume at once
  • Flushing repeatedly to see whether it has cleared
  • Pouring caustic drain opener into a line that is already full
  • Using any fixture upstairs if a downstairs one is backing up

Camera first, because the fix depends on what the pipe is doing

A camera run down the line from a cleanout is the difference between a quote and a guess. It shows where the problem is, how far along the run, and what kind of problem it is.

Roots at a joint, a scaled or corroded bore, a section that has settled and now holds water, and a genuine collapse all produce the same symptom at the fixture and need completely different work. Opening the ground to find out which is the expensive way to learn it.

The recording also matters afterwards. It is what justifies the method chosen, and if the line is inspected again in a few years it gives you a before to compare against.

Cabling the main: when it clears a blockage and when it does not

A cable through the main line restores flow, and on a one-off blockage that is the whole job. It is quick, it is the lowest cost option here, and it is the right first move when a line with no history blocks once. A single slow fixture with everything else normal is branch line drain cleaning rather than this page.

What it does not do is change the condition of the pipe. A cable head cuts a channel through a root mass and leaves the roots in place, so they regrow into the same joint. On a scaled line it opens a path and leaves the scale on the wall.

That is why a line being cabled for the second or third time is a different conversation. At that point you are paying repeatedly for a symptom.

If this line has been cleared before, say how many times on the call. It changes what gets booked and what gets quoted.

The lateral between the house and the City main

The lateral is the private run from the building out to the public sewer. It is usually the oldest and least inspected pipe on the property, and it is where most serious sewer problems actually live.

Two things about it are documented locally and worth knowing. A cleanout is required at the property line for laterals in the public right of way, which is also the access point a camera and a liner both want. And the City's sewer maintenance charge covers mains, manholes and laterals within the public right of way.

Where exactly responsibility changes hands for a given property is a question for Upland Public Works rather than for a contractor. We will tell you what the camera shows and where it sits relative to the property line, and leave the ownership question to the people who can answer it definitively.

That property line cleanout matters for a second reason. It is the access point a trenchless liner is installed through, which is why a lateral with a usable cleanout can often be repaired without opening the ground at all. Trenchless pipe lining has its own page covering when it works and when it does not.

Why roots target clay sewer lines in houses of this age

Over half the City's sewer main went in across two decades, and the oldest runs are vitrified clay. Clay is durable but it is laid in short sections with joints between them, and joints move as the ground does.

A root does not break into sound pipe. It finds a joint that has opened slightly, follows the moisture, and then thickens inside the bore. That is the single most common sewer finding in neighbourhoods of this age, and it is why the City puts specific segments on a two month cleaning cycle rather than the standard two years.

Housing in Upland follows the same curve as the pipe. Sixty percent of homes here were built before 1980 and the biggest single decade was 1970 to 1979. The house and the lateral under it are usually the same age.

Commercial, multi-unit and industrial lines

Larger buildings put more through the same pipe and tolerate less downtime. A sewer problem in a restaurant, a medical suite or a multi-unit building is a closure, not an inconvenience.

The work is the same in principle and different in scheduling. These lines usually want a planned inspection interval and out-of-hours work, and the camera record becomes a maintenance document rather than a one-off diagnostic.

Lines in multi-unit and commercial buildings are opened where the floor allows, then sized and scoped before the work starts.

What tells you the problem is the sewer line and not a drain?

More than one fixture misbehaving at the same time, and the lowest fixtures going first. A toilet that bubbles when the washing machine empties, water rising in a shower tray when a toilet is flushed, or a ground floor bathroom backing up while upstairs is fine are all the main line rather than a branch. A single slow sink with everything else normal almost never is.

Why is so much of Upland's sewer pipe clay?

Because of when it went in. The City's own records show 290,300 feet of sewer main laid during the 1960s, then about 300,000 more through the 1970s, and the material used for its oldest sections was vitrified clay. About a tenth of the system, roughly 150,000 feet, is now more than 70 years old. Private laterals in the same neighbourhoods generally went in at the same time and in the same material, which is why root intrusion at clay joints is a steady call here.

Who is responsible for the lateral between my house and the street?

This is worth getting from the City directly rather than from any contractor, including us. What is documented is that the City's sewer maintenance charge covers mains, manholes and laterals within the public right of way, and that a cleanout is required at the property line for laterals in the right of way. The City also has an administrative policy covering lateral stoppages. Where exactly the boundary of responsibility falls for your property is a question for Public Works, and we will not guess at it on your behalf.

How much of the garden has to come up?

Often none of it. If the pipe is cracked, root invaded or corroded but has not collapsed, a liner can usually be installed through existing cleanouts with no trench at all. A collapsed section, a severe belly, or a line that has separated at a joint does need excavation, and so does a repair under a structure. The camera run is what decides which of those you have, before anyone quotes a digger.

What does sewer work cost, and does it need a permit?

Sewer line work is permit work in Upland: the City lists water, sewer and gas line installation or repair among the jobs requiring a permit. On cost, the range is wide because the methods are so different, from a cabling visit through a lined section to a full open-trench replacement. The cost guide on this site sets out ranges and the factors behind them, and the camera run is what turns a range into an actual number.
