Water Heater Installation in Upland, CA: Replacing a Tank, Gas or Electric, with the City Permit
The old tank has failed, or it is close enough that you would rather choose the replacement than have it chosen for you at six on a Sunday morning. If it is still working and you are weighing a fix, tank repair covers that decision instead.
Replacing a heater in Upland is permit work, and the City has specific requirements for how the finished install has to look. That is the part most quotes leave out, so it is where this page starts.

Before any of this, the permit. If you want the short version of what that involves, call dispatch on (833) 571-0120 and ask for it.
In Upland this job starts at Building and Safety
Swapping a tank is not maintenance in the City's eyes. Building and Safety names it directly on its permit guidance, alongside repiping and any water, sewer or gas line work.
That is not a formality to work around. The permit is what puts an inspector in front of the finished install, and the requirements below are what that inspection is looking at. A quote that does not mention the permit has left a cost and a step out of the job.
One local wrinkle worth knowing: San Antonio Heights sits outside the city limits as unincorporated San Bernardino County land, so work there goes through the County rather than the City.

Sizing a water heater: first hour rating and peak demand
- First hour rating. What the heater can actually deliver during the busiest hour of the day. This matters more than the tank volume printed on the front.
- Peak simultaneous demand. Count what genuinely runs at once on your worst morning, not how many people live there. Two overlapping showers is a different number from two showers an hour apart.
- Recovery rate. How fast the unit reheats after that peak. A smaller tank with a strong recovery rate often outperforms a larger one with a weak one.

Gas, electric and hybrid heat pump units
Three types get installed in Upland houses and they make different demands on the building rather than on you. A gas tank needs venting that suits the unit and a gas run sized for its demand. An electric tank needs a dedicated circuit and nothing else.
A hybrid, which is the heat pump water heater, sits between them. It pulls heat out of the surrounding air into the tank, so it is efficient to run and it cools the room it stands in. In a conditioned space that is a drawback. In a detached garage, which is where most Upland tanks already live, the drawback is close to nothing.
Two practical catches with a hybrid: it is usually taller than the tank it replaces, and it produces condensate that has to go somewhere. Measure the alcove and find the drain route before committing to one. A tankless unit is the other way to clear that alcove up, with a different set of trade-offs.
What each type asks of the installation
| Gas tank | Electric tank | Hybrid heat pump | |
|---|---|---|---|
| Needs venting | Yes, and it must suit the unit | No | No, but it needs air volume |
| Needs a gas run | Yes, sized for the demand | No | No |
| Electrical work | Minimal | Dedicated circuit | Dedicated circuit |
| Condensate route | On condensing units | No | Yes |
| Cools the room it sits in | No | No | Yes, which suits a garage |
| Height versus the old tank | Similar | Similar | Usually taller |
Send a photo of the existing unit and its alcove on the call. Most of the sizing and access questions get answered from that.
Call (833) 571-0120What the inspector will be looking at on a tank install
- Relief valve discharge run in hard pipe to open air, pointed down at the ground, ending no less than 6 and no more than 24 inches up from grade
- That discharge going outside rather than into a drip pan
- A drip pan under any unit sitting over living space, with its own three quarter inch line out to daylight
- Any unit in a garage lifted 18 inches clear of the slab, unless its combustion chamber is sealed and listed as such
- Physical protection for a garage unit, either by siting it clear of the car or by fitting a post or partition
- Enough opening to get the unit back out, 24 inches clear at minimum
- Fuel gas pipe sized for what the appliance actually draws, with the calculation submitted rather than assumed

Installation day: isolate, drain, remove and connect the new unit
- Water and fuel isolated, the old tank drained down, and the area protected before anything is disconnected.
- Old unit disconnected and removed. On a tank that has been in place a decade or more, the connections rarely come apart politely.
- New unit set, levelled and raised if it is going into a garage, with connections, venting and the relief line run to suit the unit rather than reused from the old one.
- Filled, purged of air, fired and checked under load, with the thermostat set and the relief line verified to discharge where it should.
- Old unit taken away, the permit inspection arranged, and the paperwork left with you rather than posted on afterwards.
New construction and accessory dwelling units
New-build plumbing and ADU work both start from a blank run rather than a repair. A second dwelling on an Upland lot means routing supply and waste against a house built long before anyone planned for one, and often a water heater of its own.
The practical constraints are where the existing lateral runs, whether it has the capacity and the fall for another dwelling, and what the permit requires. Worth settling before the slab goes down, not after.
Permits, sizing and what drives the number
Permits, sizing and what drives the install price. For a figure against your own alcove, call (833) 571-0120.
Does Upland actually require a permit to swap a water heater?
Yes. The City of Upland's Building and Safety Division lists a water heater change out among the work that needs a permit, alongside plumbing repipes and repairs, water, sewer and gas line work, and shower or tub enclosure replacements. Building and Safety is at 460 N Euclid Ave and takes calls on (909) 931-4110. If your property is in San Antonio Heights, those addresses sit outside the city boundary on county land, so permits go through San Bernardino County instead.
What size heater do I actually need?
Size on simultaneous demand rather than on household headcount. The number that matters is the first hour rating, which is what the unit can deliver in the busiest hour, not the tank volume on the label. A household where two showers and a dishwasher overlap on a weekday morning needs a different unit from one where nothing overlaps, even with the same number of people in the house.
Is a heat pump water heater sensible in an Upland garage?
It can be, and the garage is usually the right room for one. A heat pump unit moves heat out of the surrounding air into the tank, so it wants volume of air around it and it cools the space it sits in. That is a drawback in a conditioned room and close to irrelevant in a detached garage. They are taller than the tank they replace and they need a condensate route, so the existing alcove is worth measuring before committing.
What pushes an installation price up?
Three things, mostly. Whether the gas line and the venting already suit the unit going in, because resizing a gas run adds work and the City wants the sizing calculations with the permit application. Whether the location meets the current rules, since an old install in a closet or sitting flat on a garage floor may not. And access, because a tank that has to come out through a 24 inch doorway takes longer than one in an open garage.
Can I install one myself and have it inspected afterwards?
Permits are pulled before the work, not after, and the inspection is of a finished install that meets the requirements. If you are hiring the work out instead, you can check any contractor's licence yourself using the California Contractors State License Board License Check tool, before the work is booked rather than after it is done.
